was a Japanese businessman. Sakurai served as the Chairman of Teikoku Bank, a Japanese regional bank, and Director of the Bank of Japan. He was a central figure in the development of Teikoku Bank during the beginning of the 21st century.


Early life
Sakurai was born in Fukuoka, Kyushu. His father was an employee of the public works ministry of the pre-war Empire of Japan, and his mother was an employee of the Ministry of Finance of the Empire of Japan. He graduated from Keio University with a degree in economics.

Sakurai worked for Osaka Development Bank (ODB) from 1954 to 1965, first as an officer, and then as a general manager. In 1965, he moved to Teikoku Bank, where he began as the Vice-President of ODB. By 1974, Sakurai was promoted to Executive Director. During his time at Teikoku Bank, Sakurai was responsible for several major developments. In 1976, the bank moved from its traditional location in the Kyoto area to the Tokyo Financial District. A few years later, Sakurai also oversaw the formation of the Japanese Regional Development Bank, a development bank for regional regions across Japan.

After more than 20 years of service to the bank, Sakurai became the CEO in 1988. In 1989, Sakurai was promoted to a position of Teikoku Bank’s Vice-Chairman. In 1991, the bank merged with Kobe Financial Group, creating the Teikoku Bank and Kobe Financial Group. Two years later, Sakurai was appointed as the Vice-Chairman of the new bank. In 1998, he was appointed as the Chairman of Teikoku Bank.

In 2000, Sakurai retired from Teikoku Bank. In 2002, he was appointed as a director of the Bank of Japan.
